It's time we shed our myths against having a formal bay area organization, where such a central fund and a treasurer will make sense. The federated system is inappropriate for a small group. Every other ethnic group follows that model(group with elected officials) except the Oriya community.

    I concur with Jnana Babu's proposal. But, we are far from it. To start with, let us have consenus based spending rules for a central fund.

1. I do not think this poll addresses the basic question "how fund is to be managed and who has the authority to manage it?".
I would vote Yes for central fund iff (if and only if) there is a governing body to manage it.
2. I would vote NO if there is no governing body. The individual goshtis should try to balance as much as possible. This is hard, but still manageable.
3. I do not like the name "GOSHTI". It sounds more like clans (KKK.

"To be or not to be question" came from this "Central Fund" and the following dis-agreement and finger-pointing. I believe Oriyas in Bay Area should come closer and kick-out anything that hinders their unity. Hence, I suggest end this "Central Fund". If you are thinking what to do with the existing money, I say "give it to Jagannath Sthapana", which is a community-effort.

I feel managing a central fund is a good idea and it should be used for any deficit for any community events. But saving money in this fund should not be our goal.

It is a good idea to have the community fund, with no other guidelines for how much deficit will be covered , I am assuming that any deficit will be covered without a question.

Yes, It should be managed by a central fund. Deficit coverage should be limited to $200-$300 to encourage proper budgeting and planning by appropriate goshti.
